Juliette Hopkins

Creative Director

Juliette is Co-Director of Fleur alongside Joff Brooker, Jamie Bird and David Gluckstein. As Creative Director, Juliette’s roles are wide ranging and include working with architects on the overall design and layout of projects, the selection of all interior products and aesthetic materials, as well show home interiors and landscape design. She is also responsible for the design input for Fleur’s branding, websites, advertising, marketing materials and e-marketing.

Joff Brooker

Managing Director

Prior to founding Fleur in 2007 with Juliette Hopkins, Joff ran his own manufacturing business for 17 years.

As Fleur’s Managing Director, Joff’s role is to oversee the strategy and growth of the company. He is also responsible for sales and income, raising finance and liaising with banks and investors. He works closely with our Land & Planning Director on new projects and opportunities.

Jamie Bird

Land and Planning Director

As Development Director, Jamie’s primary role is in identifying land for development and putting together the purchasing deal. Once a site is selected, Jamie is responsible for the planning application, conveyancing details and liaison with all interested parties; from local parish councils, borough councils and town traders. Jamie also negotiates 106 Agreements with relevant councils.

Construction and Operations Director

David is a highly experienced housing construction professional. He is responsible for all aspects of the construction process including technical planning, engineering, quality management, as well as building regulations and procurement. David also manages our Health, Safety and Environmental requirements.

Gary Chivers

Customer Care and Logistics Manager

Gary is a highly valued member of the team, with many years experience in the position of site manager. He oversaw several prestigious projects and due to his wide-ranging experience, Gary’s position has now been advanced to overseeing quality control during construction, together with controlling the snagging and de-snagging process prior to sale. Gary also supervises customer care to ensure that the quality and after care associated with Fleur remains at the highest level.

James Dafforn


In his role as surveyor, James’ primary role is to monitor and control costs throughout the entire construction stage to provide accurate cost information. His involvement in the subcontractor and materials procurement processes, along with reporting and forecasting procedures, enables control of the construction costs of each project. In turn, James is also able to provide budget and cash flow information for future projects

Hayley Humphrey

Office Manager

Hayley originally trained in Customer Services. Prior to joining Fleur, she worked for 7 years with Marston and Langinger – the conservatory specialists – as Customer Services Coordinator. Hayley is PA to Fleur’s Construction Director, David Gluckstein and is responsible for all office administration.

Stuart Gluckstein

Project Manager

Stuart is an experienced Site Manager who has worked in the industry for 12 years. He is NEBOSH qualified, with Honours degrees in both Construction Management and Business Management. He has worked nationally in both the commercial and residential sectors – on projects ranging from £200k to £7m – and prior to joining Fleur, worked for 9 years in a Project Management role for R.G. Carter Group.

Stuart’s role at Fleur includes design development, project planning and programming, H&S management, sub-contractor and materials procurement amongst many others.

Clare Burrell

Accounts & Payroll Administrator

Clare is a part qualified Accountant, having passed AAT in 1993 at Barnfield College in Bedfordshire and has over 18 years experience. Following 6 years at Lex Accounting Centre, where she received her initial training, Clare has worked for various organisations including The Tannery in Holt, Norfolk Country Council and MBM Norfolk, where she supervised the accounts department for 5 years.

Aidan Taylor

Pre-Development Manager

Aidan works within the Land & Planning team and brings to Fleur a wealth of experience in both Asset and Project Management.   As Pre-Development Manager, Aidan is involved in appraising land identified for development from a technical and legal perspective, together with the planning application process and competitive procurement of external consultants, sub-contractors and utility companies.

Chris Cooper

Senior Site Manager

Chris is an experienced Site Manager who has worked in the industry for 19 years. He is IOSH qualified, with an NVQ level 7 in Construction Management and ILM level 3 in Management. He has worked across Norfolk and Suffolk in the residential sector – on projects ranging from £1m to £20m. Prior to joining Fleur, Chris worked for 12 years in a Project Management and Site Manager role for Lovell Partnerships.

Lily Rowbotham

Office Administrator

Lily is a recent graduate from the University of Huddersfield, where she studied for a BA (Hons) in
History, receiving a First Class degree and the Stephen Ortmayer Memorial prize for her first class
dissertation. As Office Administrator Lily is responsible for answering the phones, welcoming visitors
and providing administrative support to the office, sites and Board Directors.

Ben Llewellyn

Contracts Manager

Ben is a highly experienced member of the team, having worked in the construction industry for over 15 years. Working initially as a Site Manager in 2013 for the RG Carter Group and was elevated to performing the role as Contracts Manager and then later with a medium-sized developer for 2 years, where he was responsible for all aspects of the construction process. At the 2016 Constructing Excellence Awards, Ben was awarded the prestigious Young Achiever of the Year award for Norfolk, going on to win it for the East of England.

Adam Barnes

Design Manager

In his role as Design Manager, Adam is responsible for the delivery of design work flow throughout the various stages of a project. He has extensive experience in producing concept, detailed and technical designs and prior to joining Fleur, he worked on architectural schemes in a variety of sectors, including residential, educational, historical and commercial.
